Passwords must meet the following minimum requirements:
1. At least 8 characters long
2. Old password cannot be reused
3. Does not contain the user's account name or parts of the user's full name or common name
4. Contains at least one :
- Uppercase letter (A through Z)
- Lowercase letter (a through z)
- Numeric character (0 through 9)
- Non-alphabetic character (for example : !, $, #, %)
